KITTITAS COUNTY WHISKEY CREEK AT ELLENSBURG WATER COMPANY INVERTED SIPHON PROJECT
Sealed bids will be received by Kittitas County Public Works, at the reception desk located at 411 North Ruby Street, Suite 1, Ellensburg, Washington until 10:00 AM on Thursday, September 24, 2026, and will then and there be opened and publicly read for the construction of the Whiskey Creek at Ellensburg Water Company Inverted Siphon Project.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance and payment bonds within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Kittitas County Public Works.
The right is reserved to reject any and all bids and to waiver informalities in the bidding.

The Kittitas County in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
There will be an onsite mandatory pre-bid meeting on September 21st, 2026 at 10:00 AM. The meeting location will be 1206 West Bender Road Ellensburg, WA near the Whiskey Creek and Ellensburg Water Company intersection.

The work to be performed within 68 working days from the date of Notice to Proceed, consists of furnishing all materials, equipment, tools, labor, and other work or items incidental thereto for:
This Contract provides for the improvement of an inverted siphon to allow the Ellensburg Water Company canal to flow beneath Whiskey Creek, installation of two County-furnished pre-cast 40-foot steel modular bridges, canal rebuilding and stream restoration and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.
Engineer’s estimated range for the project is $1,900,000.00 - $2,200,000.00.
